4.3. Activities by countries

National governments play an important role in influencing the development of the energy system and in facilitating adaptation. Among others, they identify climate-related vulnerabilities and risks, develop national adaptation strategies and plans, provide supporting information and guidance, and establish appropriate policies and frameworks to stimulate concrete action. In some cases, they also fund or implement adaptation measures directly.
