Scope and outline of this report

This report provides new insights into adaptation MRE systems currently being implemented or developed at national level in Europe. The report addresses a series of thematic topics (see details below), which are directly relevant to policymakers involved in adaptation. Examples from European countries’ activities on adaptation MRE are included as dedicated boxes and support the overall findings of the report; these illustrate specific aspects and lessons from MRE systems at national level rather than providing a full profile of progress in the country.

This work clearly benefited from and builds upon the literature and knowledge base available on adaptation MRE and the review work recently undertaken on selected numbers of both developing and developed countries (OECD, 2015, 2014; GIZ/IISD, 2014).

This report constitutes the first attempt to consolidate information about adaptation MRE activities at national level across European countries. Given the emerging nature of adaptation MRE in Europe and the limited set of available information sources, this report does not aim to provide an inventory or comprehensive review of adaptation MRE at national level. We believe it provides, however, an important building block towards having such exhaustive overviews in future.

Specifically, Chapter 1 frames the issue of adaptation MRE within the context of policymaking, and provides an overview of the rationales for monitoring, reporting and evaluation of public intervention on adaptation. In doing so, it reflects on the latest literature in this emerging field.

Chapter 2 presents the main findings of the report under four key topics associated with adaptation policymaking (Sections 2.1 to 2.4; see Figure below). Key topics can be read independently, depending on the reader's main interests. Only the complete set, however, provides up-to-date insights into adaptation MRE systems at national level in Europe.

Findings for each key topic are summarised with Key Messages, presented in details in a series of thematic sections, and put in perspective with a view of highlighting possible major developments in future. Country examples are a key component of Chapter 2 and support the key findings by providing information about specific MRE activities in European countries.

Chapter 3 highlights issues that are likely to shape the future of adaptation MRE in Europe. It builds on previous chapters and also reflects on gaps in our understanding of how adaptation MRE proceeds and how it could be supported further.
