When water stress occurs structurally or frequently, the term ‘water scarcity’ is used. In water stressed regions the environment usually suffers first (from low river flows or low groundwater levels), but economic sectors may also experience shortages, at least during parts of the year.

    Here it would be nice if the more concepts are defined such as groundwater stress, groundwater shortage or drought. There is not sufficiently distinguished between meteorological, agricultural or groundwater shortage/drought.

    It seem like the report not deals with resilience of the water ressources and in regard to this issue groundwater definitly is important. Looking at climate change one of the major challenges is to store more water either at the surface in wet periods or in the ground for dry periods.

       Thanks for this comment. We have included this into the set of definitions provided in the Glossary. The scheme provided in the Chapter 1, now is also adressing to this.
