The European Environment Agency (EEA) manages water data and information reported either voluntarily by EEA member countries (water quality in groundwater, rivers, lakes; emissions of pollutants and water quantity); and data reported via REPORTNET under EU water directives: Water Framework Directive (WFD); Bathing Water Directives (BWD) and Urban Waste Water Treatment Directive (UWWTD), Nitrate Directive (NiD) and Drinking water Directive (DWD).  Reported data are processed at EEA and stored in water data center. They can be also accessible on EEA home page. Data reported under Nitrate Directive (NiD) and Drinking water Directive (DWD) are not yet available at EEA water data center home page.

    Recommendations

    It is not effective to develop the QFS in the way it was done for the six existing examples. The coordination work for updating 39 word files with the tables and maps coming from different persons over time is to time consuming not to mention the copy and paste for almost 25 tables for each QFS.

    Therefore, the proposed approach for the preparation of the QFS is to create a website. There are two possibilities to develop this website. The first and preferred would be to use the EIONET ETC-website. The other would be to use EIONET Forum.

    The website has to be password protected during the “preparation phase”. Only involved ETC and EEA people have access and can provide input or content. After finalization the NRCs get access to the website and check their data / provide comments.

     The website should contain single containers for each task (Table, Map, Text block, Graph). These containers can be filled individually and independently from data managers and content persons. The website should as well include a download function, so working data bases could be downloaded and checked by Member Countries.
