I wonder if it would be good to write a few sentences at the front of this section to indicate that flooding is a natural process associated with rivers and that they only become problematic when they cause damage to people in various economic/health ways. It is important to make it clear from the outset that flooding is not an unusual or atypical river-related process.
I really like the last paragraph explaining the similarities and differences between the three/four Directives with regard to environmental reporting requirements question. Is it worth mentioning briefly here the similiarities and differences between the expectations/types/style of environmental reporting?
