To understand flood risk, one has to understand its different components and their interrelations to make informed decisions. Figure 2.1 gives a clear overview of them.

It would be useful to slightly elaborate the text of the three bullet points as I found the definitions of each point too general to be fully comprehensible.
In bullet number three on safeguarding ecosystem services, it is important to make it clear that there can be tradeoffs between safeguarding ecosystem services and safeguarding nature so synergies between managing flood risk, promoting ESS and safeguarding nature can be very complex and means some form of spatial prioritisation or prioritisation of which services to promote.
