The modernisation of environmental policy focuses on the following elements: • public health is a priority in environmental policy; • international cooperation; • amending environmental legislation; drawing up rules and regulations; • forming partnerships (coalitions). Measures to be taken in the context of modernising environmental policy The actions the national government will take in order to modernise environmental policy include: • further improving air quality by extending the National Air Quality Cooperation Programme (Nationaal Samenwerkingsprogramma Luchtkwaliteit, NSL) until 1 January 2017; • together with municipal authorities, exploring the possibilities for further reducing noise nuisance; • exploring possible solutions to new risks for public health and the environment (such as nanotechnology and micro-contaminants); • forwarding the Environmental Bill (which will incorporate several environmental Acts) to the House of Representatives in 2014; • exchanging best practices with other EU member states when directives are implemented (such as the Water Framework Directive); • shifting the focus in current environmental policy from standards to innovation and objectives; • through the "Sustainable Action" programme, inspiring citizens to adopt more sustainable attitudes; • forming partnerships (coalitions) focused on "smart and healthy cities"; • forming partnerships (safety deals) focused on "safety and the environment".
